Yes yes! I know the kind of consultants who could come and help small communities repair - like the folks from Enspiral and some of the other coops and consensus-building orgs. But it's really hard to get a community to prioritize its own basic health.

I've seen a lot of communities in England and Portugal experiment with facilitation and listening, and to great effect.
